LITTLE ROCK, Ark. — Powerball's launch in Arkansas may feel more like New Year's Eve than Halloween with a party in Little Rock marking the start of ticket sales Saturday night.

The party in the city's River Market district will feature a countdown and a giant ball dropping at 10:15 p.m., when the state begins ticket sales for Wednesday night's Powerball draw.

Arkansas Lottery Director Ernie Passailaigue said he doesn't know whether the holiday will affect turnout. When the state launched its lottery with the start of scratch-off ticket sales on Sept. 28, customers lined up at stores around the state to buy tickets at midnight.

"It's a novelty for a lot of folks," Passailaigue said. "We're talking about a Saturday evening on Halloween, so we really don't know what to expect."

With Saturday's launch, Arkansas becomes the 31st state to offer Powerball, along with the District of Columbia and the Virgin Islands. It joins Powerballas that game is talking to the consortium behind Mega Millions about cross-selling tickets and potentially forming a national lottery.

Passailaigue, the former chairman of the Powerball group, said he thinks that combination would bring even more money to Arkansas.

"You're going to generate jackpots that are going to generate half a billion dollars or more," he said. "My take on it is that would be for those people who like the large jackpot games."

Lottery officials expect Arkansas Powerball Lottery to generate $58 million of $400 million in lottery ticket sales expected in the games' first year. A preliminary budget presented to the Arkansas lottery commission predicted the games would net $100 million for college scholarships.

Voters last year approved an amendment authorizing the Arkansas lottery to raise money for the scholarships, and lawmakers will decide next year what amounts to set for the scholarships.

Sen. David Johnson, co-chairman of the Arkansas lottery's legislative oversight committee, said the panel will make recommendations on amounts for the scholarships before the next legislative session starts in February.

"I'm glad people are excited about The Arkansas Powerball Lottery Game," Johnson said. "I'm going to be interested in seeing how much this will raise for college scholarships."

Arkansas Powerball Lottery


The object of Powerball is pick a total of six (6) numbers and hope that the numbers drawn match the ones you picked.

The easiest and quickest way to play is to choose a "quick pick," which is set of numbers randomly selected by the lottery machine.

If you choose to specify the numbers yourself, you select five distinct numbers between 1 and 59, and one "Powerball" number between 1 and 39. The Powerball can be the same as one of the first five numbers, because it is drawn from a separate number pool from the first five numbers.

When you play Powerball, you must select either Cash Option or the Jackpot Annuity. With the Cash Option you choose to receive your portion of the Present Cash value of the advertised jackpot in one lump sum. The Jackpot Annuity awards you your portion of the full amount of the estimated jackpot, payable in 30 annual installments (over 29 years). Note: in some states you do not specify the cash option until you redeem your winning ticket.

Each play is $1.00

Drawings are held at 10:00 PM Central Time on Wednesdays and Saturdays.

Tickets may be purchased up to approximately 10:45 PM Eastern Time the night of the drawing.

Powerball is the original and most widely known multi-state lottery game in the United States. With millions of people playing in a staggering 32 different jurisdictions, jackpots can roll to life-changing levels at an incredible rate.

Players pick six numbers from two separate pools of numbers: five different numbers from 1 to 59, and one number from 1 to 39. You win the jackpot by matching all six winning numbers. Other prizes range from $3 to $200,000.

The Powerball jackpot starts at a minimum of $20 million, and continues to climb every drawing that nobody matches all six numbers.

Powerball jackpots are paid either over 26 years or a single lump sum payment of about half the advertised jackpot. The choice is yours.

Anyone who is 18 or older can play Powerball, even if you are not a USA citizen.

Annuity payout schedule

A Powerball jackpot prize winner who chooses the annuity option (annual payments) will receive payments that increase every year. Drawings

Powerball drawings are held Wednesday and Saturday at 10:00 p.m. Central Time (11:00 p.m. Eastern Time). If no one wins the jackpot, the money is added to the jackpot for the next drawing. The jackpot continues to grow until someone matches all six numbers drawn.

Arkansas Powerball Tickets go on sale 10-31-2009

On November 4, 2008, voters in Arkansas approved a ballot question legalizing the sale of lottery tickets there. On July 1, 2009, Arkansas voted to join Powerball; it would be the 33rd lottery offering the game.

Ticket buyers will have to be at least 18, which is the usual minimum age for U.S. lotteries, but lower than in neighboring Louisiana. Also, video lottery will be prohibited. Arkansas started selling scratch off tickets on September 28, 2009. Tickets for "daily numbers" games are scheduled to go on sale December 14. Arkansas Powerball game tickets are expected to be available October 31.

Arkansas will conduct its drawing games using a random number generator (RNG); it is believed to be the first U.S. lottery to start out with computerized drawings. (Powerball, drawn in Florida, uses two machines with numbered balls, although its PowerPlay option switched to RNG in January 2009.)

Good news for Texas Lottery players as the 'Lone Star State' could soon join the multi-state lottery known as Powerball. The Texas Lottery Commission reached an agreement earlier this week that would allow the sale of both Powerball and Mega Millions lottery tickets.

No firm date has been set to begin power-ball ticket sales but the lottery commission is hoping to introduce the game to Texans in the early part of 2010. The states of Louisiana, Arkansas, Oklahoma and New Mexico currently offer Powerball to lottery players.
